You can see the short at 1 minute and 7 seconds it this Family Guy reel from this years  San Diego Comic-con.

As far as we know at Doctor Who news there have been at least three references in Family Guy of something related to the Doctor, the first was in “420” when Brian mentions that since marijuana has been legalized in Quahog, “Doctor Who ratings are through the roof”.

Another brief reference in “Welcome Back, Carter”  involves Peter naming an owl “Doctor Hoo”.

The best example of this is in the very first, Family Guy Star Wars special Blue Harvest” , as the crew jumps into hyperspace, you can see the fourth Doctor theme through the window to which Peter suggests that “Hyperspace is weird!”.

Blue Harvest, Tom Baker, the fourth Doctor from the 1970s, is seen when the Millennium Falcon goes into lightspeed.
